The necessity of introducing more gTLDs is owed to the continuous expansion of the information flow and businesses in the online environment. On October 17 2008 Council Member Gale A. Brewer (D-Manhattan), Chair of the NYC Council's Technology in Government Committee, held a hearing regarding the City's interest in a unique .nyc Top Level Domain (TLD). As we maybe familiar (from his earlier presentation - http://www.isoc-ny.org/?p=242 ) Tom Lowenhaupt has for some years been spearheading a local community-based effort - http://connectingnyc.org - to acquire the .nyc TLD on behalf of the city. At the ICANN meeting in Paris in July the road was cleared for a new round of applications starting early in 2009. Other cities such as Paris and Berlin are also actively pursuing TLDs. There was still some uncertainty as to cost, and also to procedure, particularly if there were more than one applicant. While in general new TLDs were to go to the highest bidder, ICANN let it be known that, in the case of municipal applications, preference would be given to applicants approved by the local authorities. Thus Council Member Brewer sponsored Resolution 1495-2008 that urged ICANN to approve such an application, and this hearing was held where the applicants, and the public, could comment. Tom gave his presentation, with comments from Hannah Kopelman his resident advisor, and Michael Palage, his ICANN advisor. Council Member Bill DeBlasio sharply questioned the need for any external body to run the domain - rather then the City itself. Dr. Frans Verhagen made brief comments on the sustainability benefits of a TLD. Then came Paul Garrin of name.space ( http://name-space.com/ ) Paul is something of a namespace renegade, attempting in the late 90's to set up a rival to the established domain name system with many TLDs. He sued ICANN's predecessor Network Solutions for access to the root. His proposals for just under 500 new TLDs were also, despite expert arguments, since generally accepted, deemed technically impractical. Nethertheless He won his case on appeal but NetSol were granted immunity as government contractors. Control of the domain system was soon transferred to ICANN. In ICANN's first round of TLD expansion in 2000 he applied for many domains including .nyc, paying a $50K application fee. The application was not successful but, as far as can be ascertained, is still pending. He considers name.space's right to operate a .nyc TLD is well established. His plans are to operate the TLD for the city's benefit and is a supporter of Tom Lowenhaupt's ideas on community management. The next panel brought up representatives of Names@Work -http://www.namesatwork.com/ . Antony Van Gouvering talked of the company's professional experience starting/managing/selling country code TLDs. The company apllied for a .nyc tld in 2000 but withdrew for lack of funding. Antony listed current cities interested in TLDs as London, Paris, Boston, Berlin, Chicago, Hamburg, Munich, Toronto, Tokyo, Barcelona, and Portland. He noted the failures of several previously established TLDs which he ascribed mostly to a lack of marketing. He suggests that rather than a community run TLD that a 'community partner' be the recipient of a portion of the profits from a commercial enterprise, with some second-level domains reserved for community use. He was quite prepared to work with Tom on community aspects. Davidson Goldin stressed the company's ability to address prectical aspects of domain management and all of the city council's concerns. The Woodrow Wilson Center’s History and Public Policy program sponsored a panel discussion on reforming U.S. international media outreach currently overseen by the Broadcasting Board of Governors (BBG), an independent federal agency with its own bipartisan board. The discussion, which took place in Washington, DC on April 22 centered around a new study, “Reassessing U.S. International Broadcasting,” co-authored by former BBG member S. Enders Wimbush and former RFE/RL executive Elizabeth M. Portale. They interviewed interviewed some 30 individuals with extensive experience in foreign policy strategy, international relations, international broadcasting, public diplomacy, and promotion of human rights and democracy. The panel discussion was led by A. Ross Johnson, Senior Scholar Visiting Fellow and Hoover Institution and former Radio Free Europe director. James K. Glassman, a former Under Secretary of State for Public Diplomacy, argued for a much closer link between U.S. international media outreach agency and the State Department and the White House as did most of the U.S. foreign policy, human rights, broadcasting and journalism experts interviewed by S. Enders Wimbush and Elizabeth M. Portale. A. Ross Johnson called for a more subtle link with the foreign policy establishment. R. Eugene Parta, retired director of audience and opinion research at Radio Free Europe/Radio Liberty called for uniting Voice of America with surrogate broadcasters and de-federalizing VOA. He argued against making VOA part of U.S. public diplomacy. Former RFE/RL president Tom Dine disagreed with Mr. Parta that combining VOA with surrogate broadcasters would make U.S. international media outreach more effective. Another former RFE/RL president, Kevin Klose, disagreed with claims that there is unnecessary duplication between VOA and surrogate broadcasters. Both Dine and Klose appear to favor keeping surrogate broadcasters and VOA separate. Outgoing Voice of America director David Ensor said that VOA has high audience numbers. He also argued against making VOA part of U.S. public diplomacy outreach. Carl Gershman, president of the National Endowment for Democracy, also said that keeping surrogate broadcasters separate from VOA would be much more effective and said that any new reform legislation should take this approach. Mr. Gershman also said there is complacency in claims of high audience numbers since U.S. international media outreach is falling behind the competition. Audience numbers mentioned by Mr. Parta seem to indicate that much of the audience growth has been in Latin America where most countries already have free media. In response to the study, the BBG's interim CEO and director, André Mendes, said, as reported by VOA, "While we respect the intent of the report’s authors and distinguished interview subjects, we see a disconnect between the external perceptions of the BBG and the actual measures and demonstrable impact of our networks." Mendes said the report contains many well-known criticisms of the agency. But he said, "We see evidence of the effectiveness of our programs from our audiences around the world, from 2,500 on-the-ground media partners, and from professional research and other credible measurements of audience engagement," VOA reported. However, at least in the case of VOA, with only a few exceptions, VOA services and many VOA reporters have minimal audience engagement numbers on Facebook, Twitter, YouTube and generate insignificant number of readers' comments. Voice of America is behind Russia's RT, sometimes by hundreds and thousands of Facebook "Likes," Tweets and comments. Even the State Department's Facebook page has more "Likes" and the main VOA English News Facebook page.
